The Apolyton Pack is an effort to combine the best player-created files. AP contains the following: Celestial Dawn's Mod v4.2 and the graphics for it, Harlan's Graphic Mod v1.0, TP's PowerSlics v2.00, Slax's Colors00.txt, Zaz's World maps and Uppsala's Mediterranean map. AP uses the scenario pack feature of the 1.2 patch, which means that no default files are overwritten, and installation and uninstallation are pretty easy.

New diplomacy models for AI to AI and AI to HUMAN interaction.
- AI will not by default refuse another AI's proposal.
- AI has higher priorities for making proposals. This causes the AI to make more proposals.
- AI's will generate either positive or negative regard for each other.
- AI/Human interaction will be more agressive/demanding.
- Enabled trade and military pacts for peace treaty. I believe this to be more historically accurate.
- AI will build slightly more diplomats. (If suggested change of UnitBuildLists.txt is used)
- On average, an AI will make 15 considerations for proposals every turn.
- AI has 3 different AI-Human diplomatic states being friendly, neutral and provoking.
- AI's will now build embassies with other civs.
- AI's will now pullout troops when withdraw troops agreement is in place.
- AI's will swap maps rarely in the beginning with increasing frequency till normal 1% chance.
- NEW PROPOSAL: Break agreements. Request/offer to break agreements. This will break all agreements with a third civ.
- AI's will almost snub you completely if at war with you.

[THIS MOD HAS NUDITY] Forever Future both enhances the Civilization: Call to Power experience and significantly alters it, adding new units and padding eras while preserving the overall feel of the game. It is a complete overhaul. From the readme: "The changes are complex, including but not limited to additions and changes to the units, buildings, wonders and governments, as well as complete overhaul of the Advance tree. In general, the game is longer and richer, with more distinct eras (for example, we actually have Middle Ages now) and with an apropriately complex future. We also made new tactics possible, which means that there are much less no-brainers and more decision making. Finally, we changed some original content that we deemed to be too cheesy or out of place (for example, the Plasmatica description) and expanded the library a little.
However, one of our objectives was to preserve the general gameplay and core mechanics of the game, as well as the overall feeling of the grand-but-not-too-serious civilization-building game with a slightly leftwing-cynical perspective. Many aspects of the game were changed, but it's still the same Call to Power you know, just better.

This mod makes the AI enter a frenzy as the game progresses. Note that this is a repack of the Frenzy AI mod to make it compatible with the Call to Power Mod Manager. From the readme: "Each cpu player is given a hate level toward the human player. As human players capture cities, do battles, or nuke the cpu players, that cpu's hate level will rise. When its high enough, it'll enter Frenzy stage 1. Hate level will also automatically rise, whenever the human player advance through an age. There are 5 stages of Frenzy:
Frenzy stage 0: game uses the normal game ai routine.
Frenzy stage 1: cpu will dedicate 1 large stack to attack the human player. If cpu has twice as many units as the human player, it'll dedicate a second stack to attack the human player.
Frenzy stage 2: cpu will launch any large stacks that is found, to assault the human player.
Frenzy stage 3: cpu will launch even small stacks that is found, to assault the human player.
Frenzy stage 4: cpu will launch any stacks that is greater than size 2, to assault the human player. Plus, once any cpu enter this Frenzy stage, ALL cpu will automatically be set to Frenzy Stage 4. This is to simulate a massive AI alliance to defeat the over-aggressive human player, and to prevent the human player from deviously divide and conquer the AI players. Once the AI enters stage 4, it'll remain in stage 4 ... forever!"

A very-thorough Lord of the Rings mod based off of Cradle III. Quote from the readme: "There are many new units, buildings, wonders, tile improvements and governments, with the goal to make each Realm different from the others...so each Realm will have a different focus. You will have to play the game to unlock what those features are...and I'm not going to give specifics here.
When I revisited Cradle this past year, I immediately saw that the foundation was there to convert Cradle into LOTR. There are a lot of features that are in LOTR that are a part of Cradle. For instance, the basic tech tree of LOTR is a mirror of Cradle's tree. However, the LOTR tech tree adds a great deal of Realm-specific advances, which open the doors for unique realm units, buildings, wonders and wonder units, tile improvements and governments. There are also some in-game events that are geared towards each realm, and the plan is to expand on some of these event in future releases.
What this does is give each realm a distinction that has deeper than any other CTP2 Mod, even over Cradle III which I felt was the pinnacle of all CTP2 Mods in this particular area of gameplay. And to top it off, these advances are hidden to some degree because the Great Library does not give specifics for these advances...the player cannot simply map out a path to victory because he is left in the dark as to what these advances will lead to. This enhances replayability, IMO..."

For one thing, you can make scenario packs and scenarios, but if you want to make new GL entries or change the UI at all, you're out of luck. This fixes that. It also fixes a problem they have where if you load a saved game that you saved out from a scenario, if you load it up again and save it, you won't be able to load it again and have it work correctly.

The World At War! (1900 - 1950) MOD for Call to Power 2 (CTP2) is a totally new way to play. In the beginning you find yourself with the Aquired Knowledge of history, 4 settlers, 3 rifleman regiments and 2 light field guns. You have no knowledge of the modern lands outside of your home territory, but have the tools, units and desires to explore the surrounding lands and expand as your nation grows. Dates: January 1900 to December 1949. Turns: 600 (each month equals one turn). Based on the history of the World at War series, this mod covers the major political and military developments of the early 20th century including World War I and World War II.
Starting situation: Start with one established city (size 10) with basic infrastructure and a Factory, plus 3 settlers, 3 riflemen and 2 artillery units. Countries start with pre-established governments (Fascism, Democracy, or Communism).
Gameflow aims: Simulate the political, economic, scientific and military upheaval of the first 50 years of the 20th century, permitting diplomatic intrigue, alliances, betrayals, and full-length games featuring modern-style ground, sea and air combat.
