Important note: This is general guidance. I am not liable for your installation being corrupted or losing your save, and no mod is guaranteed to be 100% reliable! Always make a backup of your game folder before installing any mods — seriously, back it up somewhere safe! If you run into issues, check the mod’s readme for specific instructions. The Call to Power Mod Manager can also create backups of your installations, which can make things easier.
A Quick Warning
Do not install mods over a game installation that contains save files you care about. Installing a mod over an installation with existing saves that are not compatible with that mod can corrupt your saves!
Civilization: Call to Power (Call to Power 1)
The process for installing mods in Call to Power 1 varies greatly from mod to mod. That said, usually it involves either running some form of executable installer (such as with the Unofficial CTP v1.21 Patch Hack) or replacing the game folders (as done with Forever Future).
Executable Installers
Make sure you make a backup first!!!When running the executable installers, it is sometimes a good idea to run the mods in Compatibility Mode (usually for Windows XP SP3) to ensure that it installs correctly on modern systems.
Manual Installations

For mods that just come with the ctp_program and ctp_data folders inside the ZIP file, you can simply copy-paste the contents over the
contents of your game's installation. When pasting, you should get a message
that asks if you would like to replace all of the contents in the folders -
click yes.
Call to Power 2
The process for installing mods in Call to Power 2 is much more nuanced than Call to Power 1, as some mods require Modswap. Modswap was created to ensure that you do not have to swap back-and-forth between your vanilla (unmodded) installations and the modded ones, you can simply trigger Modswap and it will change the files for you. Some mods are scenario mods, meaning they must be added to your scenarios list and manually selected in-game from that list to work (for example, the Frenzy AI mod).

For mods that come with the ctp_program and ctp_data folders inside the ZIP file (and that DO require Modswap), you need to use either Modswap (or, for some mods, the Call to Power
Mod Manager) to install the game. Note that the CTP Mod Manager only supports some mods, so please check
the release page to ensure it can install the mod you are trying to
install. Once you have installed Modswap, it should be a matter of simply loading the
Modswap menu and selecting what you would like to play. If you are using the
Call to Power Mod Manager, it should be a matter of adding your installation
directory, then adding your mod's ZIP file and applying that mod to the installation
using the Apply button.
Scenario Mods
Make sure you make a backup first!!!For scenario mods, you can simply paste the folder that includes the folder scen0000 in it into your Scenarios folder (which is in your CTP2 installation and includes AlexanderTheGreat, MagnificentSamurai, etc already). Once you have done that, you can simply run the game and select the scenario from the scenarios list.
